
Job description Implement departmental and corporate policies and procedures for the operation of the construction sourcing function, to include those activities conducted by Novartis employees, plus those conducted by third parties, hired to assist with sourcing activities on Novartis’ behalf. Position will lead and guide local Sourcing Department staff to ensure: – Implementation of proper due diligence strategies, with adequate risk management processes, to minimize Novartis’ risk – Role will also need to roll out related corporate and local policies and processes – Adherence to, and enforcement of NIBR Shanghai Procurement, Responsible Procurement, Anti-Bribery policies. – Implementation of proper procurement transactions and related documentation from requisition to payment in support of the Project’s agreements – Inclusion of Novartis Supplier Code in all sourcing activities – Other policies or guidelines as appropriate Develop and implement Department objectives and priorities: – Ensure major spend activities are under agreement, derived from transparent RFI, RFP, and bidding processes, with the primary focus on total cost of ownership – Ensure the continuing development and implementation of thorough but expedient processes for Claims Management – Develop negotiating skill of staff by taking active “behind the scenes” role in major Vendor/Contractor negotiations – Develop skillsets amongst staff to manage Vendor/Contractor relationships – Develop and administer spend, efficiencies, and supplier performance monitoring programs and corrective action processes Coordinate activities with NIBR (US and Europe) Desired Skills and Experience 15 years+ MNC procurement experience, of which 10 years+ relate to managing sourcing in large scale capital investment projects, ideally within a R&D or laboratory setting. Engineering back ground Quantity Surveyor experiences a plus. Adept in Change Management / Claims on large-scale CAPEX Projects. Proven Vendor / Contractor management, negotiations, and contract development skills, with the ability to effectively persuade internal and external upper management level stakeholders. Strong analytical skills with the ability to interpret and apply results to resolve issues. Proven people management skills with the ability to motivate, review and establish goals and assessment of employees within company policies and procedures. Excellent communications and organizational skills with the ability to coordinate and implement team projects and to handle multiple projects/work streams concurrently. A strong ability to distill large quantities of information into appropriate summarized detail for broader organizational and senior management communication. Must possess or must demonstrate the ability to quickly develop an effective informal peer network within Novartis. Robust personality with an innate ability to decisively conclude important topics.
