Job Details:
Develop relationships and establish broader network with key Chinese government agencies including MOFCOM, NDRC NEA and other government authorities, who have a direct and/or indirect impact on influencing China’s Energy/Mining/Natural Resources policy and regulatory framework, including at the national and provincial levels.
Develop relationship and establish direct communication channels with government authorities who have direct and /or indirect influence on reviewing and approving Peabody’s business and projects in China.

Develop and define a functional strategy aligned with Peabody’s strategic corporate objectives and in coordination with the corporate advocacy team to pursue Peabody’s government and coal advocacy efforts in China and establish opportunities for the company’s executives to meet and discuss directly with Chinese government leaderships to promote coal and clean coal business.
Develop and define a functional relationship roadmap to support the business team to maintain Peabody’s relationship with major business partners and realize our business goals.
Develop comprehensive strategy to reengage with Inner Mongolia government and enhance relationship with Xinjiang government to support the business team to identify, select and secure the business opportunities supporting Peabody’s next generation of growth in China market.
Drive and manage the process of reinforcing and strengthening Peabody’s industry leadership position in China and position the Company as a contributor and influencer in the Chinese government policies and plans at the national and provincial levels.
Support Peabody China leadership to maintain relationship with US Embassy and other USG platform such as ECP to develop Peabody’s opportunities in Sino-US energy cooperation.
Job Requirements:
Possession of a BA/BS in Communication, Public Relations, business or marketing is preferred. A Master degree in Public Administration or Public Policy or similar field is desirable. The candidate needs to possess 8-10 years related working experience plus existing strong networks within the Chinese government such as NDRC, NDRC and NEA. He/she is a passionate and persistent individual who has established good track records of guiding the companies to achieve good commercial results through managing and maintaining strong relationships with both government authorities and major stakeholders. The jobholder can thrive in rapidly changing, fast growing and fluid environment; possesses high level of professional and personal integrity, positive energy, and a sense of winning, coupled with flexibility, sensitivity and openness in approach. He/she exhibits high ethics and grounded judgment when making decisions, including demonstration of sticking to core Peabody values and code of conduct. He/she takes appropriate risks and follows through on commitment despite difficulties or complications. The successful candidate will bring the ability to present himself/herself professionally and confidently in large public forums, including representation in the media and at the senior levels of the Chinese government.

Functional Competency as demonstrated by:
Will be both a strategist and tactician possessing a demonstrated track record in developing a roadmap in government relations and regulatory affairs within China. Must be able to outline and execute functional agenda and initiatives in partnership with the business leaders and corporate Governmental Relations.
Displays an ability to monitor and report on energy developments and regulatory affairs, including introduction of new legislation and/or regulations of importance to Peabody’s strategic decisions. Exhibit capability to advice on specific legislative issues and Government Relations related crisis management.
Demonstrates networking and background and proposal-specific lobbying. Shows active participation in meetings, conferences, business lunches, receptions etc and continuously builds contacts with relevant external and internal stakeholders to identify and address issues as warranted.
Superior Leadership Skills as demonstrated by:
A thorough understanding of how to build and leverage a comprehensive network in Beijing and ideally in key provinces in the field of energy/mining/natural resources, including establishing a connection with select government institutions and agencies.
Is familiar with key energy stakeholders, such as the NDRC, MOFCOM, NEA and other relevant entities as well as has profound knowledge of the functioning of the Chinese political decision-making system in order to navigate Peabody in China.
Ability to quickly grasp the key economic, social, and political levers in a country and global context, specifically of the Energy challenges of the 21st century and translate them into new business opportunities while positioning Peabody as a leader in the industry.

Self motivated person who empowers and inspires high performance teams; can influence by means of logic/rationale backed by analysis and data as opposed to leveraging authority and directive command.

Required Skills:
Strong verbal and written communication skills, including verbal and written fluency in English and native Mandarin Chinese
Detailed knowledge of Chinese government structure, functions and legislative processes at central, regional and local levels
Understanding of issues effecting multinational businesses in China
Positive outgoing attitude, and ability to work in a multicultural and multilingual environment
