Director of Talent Acquisition / Recruitment Bleum - Shanghai



Job Description

GENERAL SUMMARY:  To be the director of Bleum talent acquisition team, must be able to demonstrate excellent leadership in working with multilevel team beside solid abilities on recruitment implementation and utilization. To lead talent acquisition team in talent sourcing, recruiting, candidate selection, vendor management and administering/development of policies so that Bleum becomes an employer of choice and the department provides outstanding customer service. 

Recruitment Strategy Planning
  • Work with Business heads and functional managers to determine the upcoming staffing needs through workforce planning.
  • Develop a proactive approach to hiring and sourcing candidates for Bleum becoming the employer of choice.
  • Define hiring matrix to reduce the time to fill and cost to hire. Utilize recruiting process to reduce reliability on passive recruitment by active sourcing candidates through various cost effective means.
  • Identify sources for high potential candidate. Develop a system for tracking and developing relationships with candidates in the pipeline for future roles.
  • Implement, track and improve quality of hire surveys and metrics.
  • Outline and develop processes associated with talent sourcing to be used on a worldwide basis. Consult worldwide locations on talent sourcing issues.
  • Maintain and track recruitment information in an applicant tracking system. Lead the roll-up and data collection of metrics.
  • Lead the new hire integration process. Improve the quality of hire metric and procedure.
  • Client management, provide strategic recruitment solutions as well as developing trustworthy relationships with business heads. 
  • Improve quality and cost effectiveness management of external agencies and develop new recruitment channels.

Team Management & Development 
  • Define team structure for highest flexibility on recruitment tasks distribution and team performance optimization.
  • Work on career development plan for all team members in consideration of their interest and strength, provide guidance and support for their constant improvement.
  • Create and improve measurable performance index, motivate team work towards recruitment objective.
  • Consult with and train the entire recruiting team and hiring managers in various interviewing and hiring skills.
  • Hands on part of requisitions and work as stake holder.

Recruitment Events & Activities Planning/Implementation
  • Manage recruiting for entry-level through managerial roles throughout China and other regions. 
  • Create variety programs for recruitment efficiency improvement on different stages.    
  • Oversee the Employee Referral Program. Work to increase rate of referral and hires.
  • Manage University Relations and Annual Campus Recruitment Events to develop a sustaining pipeline of candidates for the future.
  • Plan and play on oversea recruitment events in US, UK, Indian, Philippine and other places according to business needs.
  • Validate demand by capturing project details and business context together with business heads, conduct initial feasibility research and presentation for new business development.
  • Create and maintain various recruitment reports for senior management recruitment status awareness.

2) Experience:
  • 10+ years working experience in recruiting domain
  • 5+ years team management experience with multiple layers
  • 3+ years in software developing industry is preferred
  • Bachelor degree above
  • Outstanding English ability
