Job Description
The Director, Government Relations is a key full-time role focusing on Visa's government, regulatory and stakeholder affairs in those markets.
The role will focus on developing and driving Visa's Government Relations strategies by constructively engaging with tier 1 and 2 governments, regulatory bodies, public sector agencies and related stakeholders with a view to ensuring public and regulatory frameworks that are conducive to a fair, level and successful operating environment for Visa's current and future business in the region.

Key Responsibilities Include But Are Not Limited To


prominently positioning Visa with political, regulatory and policy decision-makers to support and drive business opportunity for Visa by shaping the regulatory landscape for electronic payments;

working to minimize any negative impact on Visa's business, and the expansion of the electronic payments industry in general, of proposed new public and regulatory policies;

working to reform existing public and regulatory policies where they negatively impact on a fair, level and successful operating environment for Visa's business, particularly where they impose regulatory burdens unequally; and

assisting in identifying business opportunities with government and ensuring Visa is well positioned to take advantage of potential partnerships with national and sub-national government agencies in the delivery of social services, payment of taxes, expansion of travel and tourism, furtherance of financial inclusion, financial education and other potential government programs that may benefit from the application of electronic payments.

driving the continuous enhancement of Visa Government Relations function, toolkit, staff and agency competency (as relevant);

The position demands the ability to work constructively in a local, regional and global corporate environment, including working successful as a leader or member of cross-functional or international teams. The ability and willingness to play an active role in developing strategic positions on public and regulatory policy positions for Visa will be essential. Crisis management and response skills are essential for this position.

The ability to work independently is expected, as is frequent travel within China and periodic travel to Visa's Asia-Pacific regional hub in Singapore and to other relevant regional and international meetings.

Specific Position Responsibilities
Support the implementation of a Government Relations strategy for China in close coordination with the Senior Director, Government Affairs and Public Policy, China Country Manager, along with other relevant Visa business leaders.
Monitor the regulatory and political landscape for threats and opportunities to Visa's business and communicate this intelligence to locally-based business leaders, functional colleagues and global management.
Support Visa's relationships with officials at key government agencies, including the education of officials from these agencies about the value of Visa thereby improving the company's overall reputation.
◦ Regularly communicate directly with lawmakers, government officials, regulators and policy makers that may impact Visa's business to enhance Visa's reputation and competitive position.
Develop and deliver informative and engaging local communications about the value of Visa and the payments industry in general that is fully aligned with business priorities and global branding.
Remain aware of potential global implications of local issues and coordinate their management with global colleagues.

Qualifications

At least 5-10 years in relevant corporate position, regulatory or government agency and/or consultancy serving equivalent clients:
◦Some knowledge of the electronic payments industry (preferred, but not essential).
◦Financial services and/or technology pedigree, or strong experience in managing government and regulatory issues in another highly regulated business environment.
First degree minimum.
General political and government policy acumen:
Good knowledge of local political environments.
Willingness to actively network with senior government, regulatory and bureaucratic contacts.
Confident and authoritative manner in all communication channels:
Strong communications skills in English (essential)
Fluent Mandarin (mandatory)
Outstanding written communications abilities.
