Finance Director, China
The Role: The Finance Director will be based in Shanghai, reporting to the Chief Accounting Officer, who is based in the Corporate HQ. This position is a key member of the 3 person China Business Council which coordinates the company's efforts in China across Divisional, Corporate and Shared Service activities. The position will be responsible for the entire accounting function and organization for China operations. The Finance Director will lead and ensure regulatory compliance, timely and accurate statutory filings and will serve as a role model of compliance with Flowserve's Code of Business Conduct. The Finance Director will be current with regulatory and statutory requirements in China and will brief the operational leaders on opportunities to structure the operations and organization for maximum benefit and on the impact of changes to the business and financial results. The Finance Director will work in a matrix reporting environment and must have demonstrated success in working with several bosses both in China and international.
Specific accountabilities will include, but not be limited to:
* Internal Controls - ensuring adequate internal control systems and processes are in place. Identifying, investigating and resolving control issues. Being familiar with SOX and experienced with US internal control requirements.
* Financial Reporting - ensuring appropriate and relevant financial records and reporting are in place, both internal and external under PRC and US GAAP accounting principles, including preparation of the PRC Statutory to US GAAP reconciliation.
* Treasury Functions including cash forecasting, liquidity management, banking relationships, corporate treasury interaction and security and control over banking authorities and disbursements.
* Risk management of commercial risks of doing business in China, property and casualty risk, financial risks including currency and interest rate, and other risks to multi-national operations.
* Advising and guiding site controllers/managers in Forecasting processes to ensure timely and accurate completion. Inferring business impact from financial data, and making appropriate recommendations to senior management. Also provides quality assurance and development by vetting and reviewing forecasts periodically.
* Administrative Supervision of Tax Planning, Compliance and Controversy - substantial tax advantages may be achieved and the Finance Director will work with the Tax Director, local tax advisors and Corporate Tax to identify and implement specific tax strategies to ensure long-term preferential tax rates for the Company and effectively resolve any tax issues that may arise.
* Provide executive level financial decision support to the GM's of Operations and Functional heads.
* Oversee the finance shared service activities and ensure high quality at the lowest possible cost.
* Participate in M & A and JV opportunities including deal screening, business case preparation and due diligence. Work closely with JV partners including serving on JV Boards as required.
* Special Projects - from time to time, the Finance Director will identify commercial issues and ensure relevant solutions are implemented.
* Provide quality assurance, financial screening and supervision of budgets, business control reporting, capital project requests and financial modeling tools and templates for the use by operations and other functions / departments including allocation of share service costs, with a focus on developing the skills throughout the organization.
* Leadership & Training - Ensuring an optimal finance organization to best support the business needs; having a vision for the team and recruiting, training and developing strong financial talent. Also preparing and conducting appropriate training sessions for finance and non-finance teams
The ideal candidate will be a PRC national or returnee with a college degree in Accounting or Finance, CPA certification or MBA degree is a plus. S/He should have 8 to 10 years of relevant accounting and financial management experience in manufacturing industry, with which a minimum of 3 to 4 years in a senior management capacity such as a Finance Director or V.P.Finance with a multinational company in China. A working knowledge of US GAAP is essential. M & A experience is a plus.
The Finance Director shall have technical expertise and knowledge in financial reporting, budgeting, analysis, planning and general ledger. S/He will have the personal strength and character to be firm, and take independent and professional stands on matters. High levels of loyalty and integrity are also mandatory.
The successful candidate needs to be a self-motivated and teamwork-oriented leader with strong communication skill. S/He must also have good interpersonal as well as supervisory and management skills. The candidate should have the confidence in managing people, the maturity of working with people at different levels, the stature in commanding the respect from his/her peers and colleagues and be part of the local team. The individual will have the initiative and be able to function independently and effectively with minimal supervision.
